The bottom line is that developing a measurement program doesn't have to be an adversarial process. Building a measurement program can be open, straight forward, and consensus building. As with any solution, implementing and using effective measurement to cover multiple divisions and product lines isn't appropriate for everyone. We'd be the first to admit that. Many organizations are satisfied with simply meeting external reporting requirements whether driven by government mandate or internal corporate policy. However, for a small number of individuals, meeting reporting requirements is not enough.
